EMCH elevators and the challenges in Bern

A previously approved construction project for a temporary expansion of EMCH's production site had to be halted as no progress has been made by the city planning office to clarify important framework conditions. In this interview, Bernhard Emch talks about the challenges and the possible consequences for the company.

 

 

Bernhard Emch, EMCH Aufzüge is deeply rooted in the region. How does the Chantier Bethlehem West master plan affect your company?

Our company has been part of Bern's economic history for almost 150 years. The Chantier Bethlehem West master plan, which aims to develop the area between Brünnen and Ausserholligen into a dense, diverse and attractive district, brings with it considerable planning uncertainties for us. Despite an approved construction project for a temporary expansion of the production site, we are unable to move forward as the further development of the area has been blocked for years. This uncertainty represents a major challenge, as we do not know how and when the operational framework conditions that are crucial for us will be clarified.

 

 

 

What are the specific challenges that have arisen as a result of the master plan?

The master plan is binding on the authorities and defines the long-term spatial development strategy for Bethlehem West. It serves as a planning basis for individual area developments. For us, this means that we cannot implement our plans without further ado, as we have to wait for the results of the planning and the resulting regulations. The planned densification of the area, which is to bring an additional 3000 inhabitants and 2000 jobs, requires precise coordination with the authorities. Unfortunately, this coordination has not yet provided the necessary clarity and certainty, which severely restricts our strategic planning.

 

 

 

How does the current situation influence your future plans and decisions?

The ongoing uncertainty is forcing us to think specifically about alternative locations. Although we are deeply rooted in Bern, we cannot implement our restructuring and expansion plans as planned under the current conditions. A change of location is not a step we would take lightly, as we identify strongly with the region. However, the need to increase our operational efficiency and further expand our product range may make this step unavoidable. In addition, the existing buildings are in need of renovation after more than 50&nbspyears and should be adapted to today's structural requirements.

 

 

 

How does the city of Bern view the concerns of EMCH Aufzüge AG, and what support do you receive from the canton of Bern?

While the Canton of Berne is actively trying to suggest new locations to us, thereby signaling its support, we are experiencing a rather passive attitude on the part of the City of Berne. It seems as if the personnel resources in the city administration are scarce, which delays the processing and clarification of our concerns. This is particularly frustrating, as we have engaged in many discussions to put forward our concerns and find a joint solution. Since the planning agreement was reached in May 2022, we are now waiting for the next steps to be taken by the city planning office - in particular the clarification of operational framework conditions that are important to us.

 

 

 

What's next for EMCH Aufzüge AG?

We are currently investing in an urgently needed, gentle refurbishment of the interior of the office building. We will continue to seek talks with the city to find a solution that will allow us to remain at our current location in Bern-Bethlehem. This is primarily about the future operational framework conditions. At the same time, we are examining the alternatives proposed by the Canton of Berne and preparing for all eventualities. Our goal remains to create a stable and growth-promoting environment for our company and our employees.
